Report: Officer Should Not Have Been Using Sirens, Lights in Fatal Bowie Crash

The Prince George's County officer involved in the crash that killed an Upper Marlboro man in Bowie in June was driving with sirens and lights when it was unnecessary, reported The Washington Post.

James Dejay Toliver, 32, was killed when his vehicle collied with a cruiser driven by Cpl. Michael Mogavero, a Bowie resident and a nine veteran of the force. Toliver's vehicle crossed in front of the cruiser at the intersection of Route 197 and London Lane, and was struck on the driver's side.
Mogavero, 54, was responding to an officer-involved crash in Oxon Hill when he struck Toliver's vehicle. 
“This non-life threatening collision didn’t warrant a priority response,” department spokeswoman Julie Parker told The Washington Post of the Oxon Hill crash.
Police have not said how fast Mogavero was traveling or which driver had a green light at the time of the collision. The investigation has been moving slowly because police have had difficulty retrieving the video from the dashboard camera that was in Mogovero's cruiser at the time of the crash.
