Upper Marlboro Man Charged in Harry Thomas Case

James Garvin reportedly knew of the wrongdoings and failed to report them to the federal government.

An Upper Marlboro man has been charged in federal court in Washington, DC, for failing to report the felony crimes of former city councilman Harry Thomas Jr., who reportedly embezzled more than $300,000 in city funds and filed a false tax return.

James Garvin, 55, of Upper Marlboro knew of Thomas' wrongdoings and failed to report it to the federal government, according to the charging document (attached to this article as a PDF). Garvin reportedly received and redistributed some of the grant funds obtained by Thomas.

Garvin was reportedly involved with another one of Thomas' associates, Marshall Banks, as a member of the Langston 21st Century Foundation, which Thomas used to embezzle $300,000 in city funds, according to a report in The Washington Post
