Here's what the Prince George's Police Department said about Quarless:

On Dec. 4, Police Officer John Quarless spotted a car without its headlights on. While trying to conduct a traffic stop, he noticed the driver throw an object out of the driver’s side window. Quarless arrested the driver, who police say is a known gang member. Quarless also recovered the object he saw thrown, which turned out to be a revolver and ammunition.
