Two Prince George's Officers Indicted in Kidnapping, Assault

Two Prince George's County officers were suspended and placed on administrative leave.

Prince George's County Police officials announced Thursday afternoon that two of their own were indicted on charges of kidnapping and assault.

Officer Michael Rowe, 26, of the 9500 block of Noble Drive in Upper Marlboro and officer Christopher Perry, 27, of the 8900 block of Tower Mill Lane in Waldorf were suspended and placed on administrative leave after they were indicted on charges stemming from an incident on Memorial Day weekend in Charles County.

The Charles County State's Attorney's Office charged Rowe and Perry with kidnapping, second-degree assault, false imprisonment and misconduct in office, according to county police officials.

Police said that the officers were charged in an incident involving three juveniles that occurred over the Memorial Day weekend, but no other details were available. After the incident, the juveniles and their parents contacted Charles County police, who then contact PGPD.

According to Asst. Police Chief Kevin Davis, Perry and Rowe were off duty and were out of uniform but were in a marked Prince George's County Police cruiser at the time of the incident.

"The expectation is that police officers conduct themselves in an ethical and professional manner whether they’re on duty or off duty," Davis said.

They are indicted and on administrative leave? This means they're still getting paid? Why aren't they on unpaid leave between indictment and jury determination?

This is ridiculous. How many more of these stories need to run before the DOJ takes notice?

No surprises here. Cops are the largest, most violent, most dangerous gang in the land. They can shoot you in the back with impunity, so what's to make anyone think that hassling a few teenagers will get them in any real trouble? They all look after each other. Crips, Bloods, Cops. Gangs are gangs.

Waldorf is littered with pos's like the ones claiming to have been abused and kidnapped by these officers. These 15 year old kids have already had serious charges against them and the media is making everybody think that they are good little boys. Everybody hates a cop until they need ones help

I wish you would respond to the point of the article. It is not whether anyone loves or hates cops. It is that these INDICTED men are on administrative leave with pay after being indicted.

Please respond to the issue. The issue is not the 'kids' as you put it, but that indicted men are on PAID administrative leave. Respond to that.

Actions performed by off duty police officers should be viewed as in the same light as any other citizen. Too often police are given a bye to abuse the law as they see fit. Their word is given credibility over ordinary people "because they are peace officers". Yet police on duty are under a chain of command with accountability for their actions. Almost all of these acts are committed by the "off duty officer" abusing an undeserved authority without any controls or accountability.

I am concerned about Jimmy Spence's comments.

How does he know that, "these are not innocent kids and that they were drug dealing thugs?"

And Carl Winslow, as well. How does he know that, "These 15 year old kids have already had serious charges against them?"

The article that I just read stated that, "Police said that the officers were charged in an incident involving three juveniles that occurred over the Memorial Day weekend, but no other details were available."

So where did Jimmy and Carl get their "other details?"

This is what has gone wrong with this Great Country, these past four year--too many people assume the worst, without any facts--probably out of their own biases.

How sad!!
